Short description of the contract or purchase(s):

Architect design services to support the delivery of education capital projects within the Royal Borough of Kingston upon Thames and London Borough of Croydon.

Both Boroughs are developing a joint proposal to transform their respective school estates through the Primary Capital and Building Schools for the Future Programmes.

The Councils wish to establish a framework of architects, and designers to provide built environment and landscape design services for secondary schools being developed through the BSF Programme, schools and other centres being developed through the Primary Capital Programme and any other education capital projects, together with providing Client Design Advisor (CDA) services and Design Quality Indicator (DQI)facilitation.

II.2)QUANTITY OR SCOPE OF THE CONTRACT

II.2.1)Total quantity or scope:

The Councils will establish a framework comprising five lots:
Lot 1 – Built design services for schools and other education facilities being delivered from RIBA Work Stages A to D.
Lot 2 – Built design services for schools and other education facilities being delivered from RIBA Work Stages A to L.
Lot 3 – Client Design Advisor Services for education capital development projects.
Lot 4 - Landscape design services to support all education capital projects.
Lot 5 - Design Quality Indicator (DQI) facilitation for education capital development projects.
The Council will accept bids for participation in any or all of the above lots.

INFORMATION ABOUT LOTS

LOT NO 1 TITLE: Design Service to Support for BSF Programme

1) SHORT DESCRIPTION:

Provision of built architectural design services to support the development of the Boroughs of Kingston and Croydon’s education capital development programmes from RIBA Work Stages A to D.

3) QUANTITY OR SCOPE:

Built design services for schools and other education facilities being delivered through educational capital programmes. Both Boroughs contain 40 secondary schools and have the potential to access 566 000 000 GBP of captial through the BSF programme.
The Authorities wish to procure the services of designers to support the development of Education Design Briefs; Strategy for Change, Outline Business Cases and design work upto RIBA Stage D.

LOT NO 2 TITLE: Design service to support education capital development programmes.

1) SHORT DESCRIPTION:

Provision of architectural design services from RIBA Stages A to L for Primary and other education capital programmes.

3) QUANTITY OR SCOPE:

Design services for schools and other education facilities being delivered within the Primary Capital Programme and other non-PCP funded works to the primary school estate. Both Boroughs have access to £20 million each of capital; £40 million combined over 4 years together with any other expenditure coming directly from the Authorities.

Providing architectural landscape design services; supporting the delivery of high quality outdoor learning spaces and transformation of learning environments.

IV.1)TYPE OF PROCEDURE

IV.1.1)Type of procedure:

Accelerated restricted.
Justification for the choice of accelerated procedure: Further to OGC guidance published in January 2009, RBK have opted to use the accelerated restricted procedure for this procurement - to increase professional services workload within struggling economic construction sector through rapid execution of the framework. OGC Procurement Policy Note - Use of the Accelerated Restricted Procedure, Information Note 1/09. Additionally both Boroughs need to progress the Strategy for Change development phase within their BSF programmes and other capital programmes to meet their commitment for tranforming education.
