In a week where marriage plans made headlines, another partnership slipped by almost unnoticed. In Harlow, the decaying '60s new town, superstar Ken Yeang arrived to shake up Essex's County Council's design guide. But it seems the Malaysian-born guru, best known for his low-energy skyscrapers, may not have fully realised what he was letting himself in for. He said: 'Harlow is a very sad town and many people have never experienced employment or the joy of life. There isn't a spirit here.' Welcome to Essex, Ken.
