Planning set for circular shake-up


Planning minister Keith Hill has unveiled a series of reforms to the planning gain system to increase transparency in the complex Section 106 structure.

A new draft circular proposes changes to the system in order to promote speed, certainty, transparency, accountability and, for the first time, a clear basis for delivering affordable homes.

'We recognise how important it is to improve the current system of planning obligations, ' Hill said. 'The circular will speed up the delivery of infrastructure and affordable housing for those who need it most.' The draft circular can be seen at www. odpm. gov. uk
