A gentle correction to your otherwise admirable editorial (AJ 13.11.03). Lord Kennet wasn't a junior minister for housing and local government, but for education. All credit to the dear old MOHLG: they did at least buy a copy of Cedric Price's Thinkbelt report, even if they probably sent it straight away to the warehouse at Hayes as too hot to handle (anyone remember the final frames of Raiders of the Lost Ark? ).
