Ken Livingstone was visibly happy at MIPIM, taking credit for the smoother-than-smooth running of his congestion charge regime on the London stand. Ken said research on a series of runs in black cabs had shown that journeys which used to cost £12 now cost £8.

Furthermore, bus timetables for central London were now having to be altered because drivers have been going slow in order to meet their schedules. Now the Greater London Authority is looking to enlarge the zone. I bump into Roger Zogolovitch, listening to all this, who has a lovely turn of phrase for the charge's effect so far: 'Club class motoring, I call it, ' he says with a grin.
